You Are on Columbia River PUD — That Changes the Incentives
St. Helens is served by Columbia River PUD, the public utility district covering Columbia County.
That matters because Energy Trust of Oregon incentives are only available to Portland General Electric and Pacific Power customers. Public utility districts sit outside Energy Trust’s territory, so the rebate that features in most Oregon solar advertising does not apply to a St. Helens address. If a quote shows one, question it.
Net metering does apply, on terms the PUD sets itself rather than the rules that bind the investor-owned utilities. Worth confirming the current terms directly with Columbia River PUD.
Federally: the residential credit (Section 25D) ended for systems placed in service after December 31, 2025. The commercial credit runs on its own timeline. Confirm with your tax professional.
